Today RAMs are available in the market starting from 2 gigs to massive 128 gigs range and more. RAM is commonly referred to as memory in a general way and its purpose is to store the data, programs, games, services, etc. that are currently running in your system. The greater your memory, the more things you can open in your PC. It was not long ago when 2GB memory was considered sufficient. But in the yester years especially after the launch of windows 10, now even 4GB of RAM has not much value.
One crucial aspect in this is paging, let's understand it with an hypothetical example. Suppose you have 8 gigs of memory. Now you opened 2 to 3 applications which are memory hungry and are taking 9 gigs of total RAM. But you have only eight, so all of your primary memory would be utilized and the remaining 1 GB will be used from your secondary storage i.e. HDD/SSD. But access time of secondary storage is very high compared to RAM which results in huge performance reduction.
Today's heaviest AAA title games like Metro Exodus, Control, etc. require minimum of 8 GB and recommended 12 GB to 16 GB of RAM. Memory intensive video and photo editors like Adobe Premiere, Adobe Lightroom along with multiple chrome tabs and other applications like power point, excel, require 16 GB for smooth operation. If you are doing some scientific research and stuff like that, then maybe you'll need more than 16 gigs like 32, but still 32 GB of RAM is pretty much an overkill right now for even a heavy user.

Verdict: If you are a heavy gamer, content creator, casual user, and have high budget then 16 gigs of RAM seems like a sweet spot. You can go for any renowned manufactures - Corsair, G Skill, Hyper X, etc. If you are low on budget then you can go for 8 gigs or 12 gigs according to your pocket. Yes you might have to reduce your graphics settings a bit, compromise with opening too much applications simultaneously, but you'll get your job done. For users who are still using 4 GB of RAM then upgrade at least to 8 GB for smoother operation. You'll thank us later.
